GGRM - Where now?

So, now that the big bad PLA has given the GGRM the boot (I prefer to think that the PLA has managed detach the GGRM Albatross from its neck), where does GGRM go from here?
The rumour mill has generated such suggestions as -
Santa Cruz. Well, that ought to send the anti-train, anti-anything folks into orbit. Brian Peoples must have twitching fits at the thought.
Tracy. A planned museum with operations up the old Altamont line. Nice idea, but nothing there yet.
Pittsburg. What the?
Any or all of these locations (plus others that must be whirling about) ignore the obvious questions like - How does the equipment get there? Where's the infrastructure? Who's gonna do the work. Who's gonna pay for it?
The GGRM has been on a slow, quiet downward spiral since the days of the Grand Ouster and reorganization (coup d'état) twelve or so years ago. Not so many people left, and how many of those want to start over for a third time?
My suggestion? Dissolve GGRM and transfer its assets to the PLA. Existing officers with the GGRM could run for PLA officer positions, but for the time being, the PLA would call the shots.
Draconian? Perhaps, but it might be the elixir that provides the 2472 with best chance of a good home.
