UP under new management and may be starting to listen a little. Sidings are being brought back into service on the Coast Line. Much more will need to be done. More autonomy should be given to local operations officials in the use of discretionary capital budgets to maintain sidings in service and more autonomy should be given to dispatchers to make decisions on prioritizing movements. Developing realistic schedules and running some freights on timetable schedule would assist in better planning capacity utilization. Public agencies are making significant investments in additional capacity for use by passenger rail, but rather than cooperation in achieving better reliability, UP still wants to keep "flexibility" which apparently means taking the public funds, but giving priority to freight when it suits them. Still a long way to go with the UP?
