Well, that would be consistent with what they are doing in other places, like Santa Cruz. I would guess that their legal department has gotten paranoid about people getting hit by trains as frequencies ramp up. You will have to stay on on the sides of county roads to be safe from the RR police. The monument located above the Loop on the Woodford-Tehachapi Road is a good spot.
