Is/was there a plan for Amtrak to add another San Joaquin on that connection that would by pass Martinez?

I assume Amtrak can use that alternate route for the San Joaquins when UP is doing trackwork between Richmond and east of Martinez where the SJ trains leave UP track. Last year some of the San Joaquins did use the old BN route thru Richmond and rejoined the San Joaquin line near Port Chicago and it was very slow
