Probably not.
It's always been SOP on Bill's specials to remove the #6936 at HKL and replace it with a two unit (back-to-back) set of power for the run up the Washy to Eastport. The general plan-of-attack would have us swap out the #6936 with the "Washy Power" upon arrival. We would bring the #6936 to the Service Track and park it on Ready #1 while Bill & Crew burn up the Washy. When they came back, we would swap out the Washy Power with the #6936 at the Ramp and then they would leave at 0600 the next day. There are some outstanding concerns with running it north of Spokane and it's tough to swap out power (and spin) at Spokane...so the swap is done at HKL. In fact, I was instructed by the MOP in Spokane at the time never to count on spinning power at Eastport while working at HKL (due to sketchy track, etc.).
