(A) Passenger rail does need to be weaned ...... weaned BACK into the realm of the private carriers.
(B) There needs to be a serious attempt to analyze the direct vs indirect subsidies of the various transportation modes, and then move to equalize the playing field.
(C) You can't really make a go at B until A is finalized.
(D) You can't finalize A unless there is a transitional safety net put in place.
