Go take another long hard look at the original NP proposal for a lower elevation tunnel under Stampede. See if indeed reducing westbound grades from 2.2% to 0.7% and eliminating several reverse curves might just make alot more sense (aka, not only allowing double stacks, but loaded westbound grain and coal trains as well).
