I have seen this type of thing in past employment.

It is very much like when an employee catches one or more high ranking officials in an inappropriate situation and is told to keep his or her mouth shut... or else! Later, the employee himself gets into a jam and says to his superior, either you protect me or else I roll-over on you, and expose your situation to the media.

UP is protecting Dickens for some reason or reasons.
