SMART Puerto Suello Work Raises Question: Golden Spike Location?

The gap between the rails in downtown San Rafael and the rails through the tunnel north of town looks like it's going to be closed this coming week. As you can see in these photos, there are just a few hundred feet of ties and rail to be laid to connec the two sections. So, once that's complete, the remaining gap in the SMART main will be a hundred feet of dirt railroad south of Civic Center station. The work north of here was done by Stacy-Whitbeck/Herzog, the work south by Shimmick. Seems like a nice location for a Golden Spike Ceremony.
The wooden ties in the first photo were laid years ago during a freeway widening that resulted in the relocation of the ROW to west. I wonder why they are wooden ties at the south portal of the tunnel?
