No. The tracks run parallel to West Seventh Street on the south side, same as they always did. The intersection with Middle Harbor Road is about 1/4-mile west of the ex-SP subways you're familiar with (of which there are now two; the original one is now for westbound traffic and a new one was constructed for eastbound traffic as part of the I-880 / Cypress Freeway project).

Right. The OIG itself and all the related track changes it spawned wasn't started til the very late 1990s. Someone here will probably know the exact dates.
