Shhhh. Logic and mental consistency are not the point here.
There are plenty of reasons to leave tar sands oil (bitumen) in the ground. Safety of transport BY RAIL, properly done, isn't one of them (look up dilbit (for pipelining, though sometimes it's put in tank cars which Canadian railroads have found is Not A Good Idea) vs railbit vs heating coils). Among other things, it's not cost-effective to extract it unless the price is high and cost of transport is low. And let's ignore the fact that it takes more energy to get it out of the ground and ready to transport than can be obtained from burning it. But that's not the point these people are making.
If you read the whole article you'll see a statement that the objective isn't just to stop oil trains; it's to stop oil use. So keep a proper perspective on this stuff.
Are these people funded by the coal companies? Naw, couldn't be ... but then they're so far left they can almost look around the corner and see the Kochs.
Considering the real viewpoint of the groups involved, a Richmond protest makes a lot more sense than Sacramento. Bay Area media are more likely to make a show of it, too.
