Ken,

This document is the one that outlines the RR and right of way belongs to Alameda County. It was never railbanked, not sure if that means that STB has juristiction of the operation of the line if a common carrier operation sere to start again.

BTW it would seem that the cyclists do not have standing to use the right of way ever.
