Correct, although any legitimate operator is eligible to do so, not strictly just the UP and ACE.

ACE is a political entity, and as such prone to a lot of dreaming, a lot of it impractical and just that, dreams, "what ifs", which never come to pass. Yes PLA will continue, and I hope for a long time. It could very well turn out that the protected watershed business with the creek will be their savior.
