Why is UP's ZG2OA so short?

Hi all,
I recently switched to night shift at my shop, try to watch trains when I can sneak a look out the doors. I've noticed that the "super hot" ZG2OA is always really short, around 20 cars. Why? Is most of the train set out in stockton? Or do shippers have little reason to pay the extra $$ for fast service to Oakland? I'm just curious, as it seems like UP would have a hard time making any money on such a short train.
