Depending on what he wrote he may not have risen to the level of officer impersonation. I would print out all suspected posts with headers if possible and contact the local police. If he has crossed a line they will request a subpoena for the IP address and then refer it to that jurisdiction. Just an FYI many officers are screwed without spellcheck.

Either way I would contact the moderator and have the IP blocked.
