My experience with signal bulbs in crossing signals is that IF they operate solely off DC power they will last a long long time. We have a "power on" light on one of our signal bungalos that was installed in 1999 and is still burning 24 hrs a day and was never replaced.

AC filaments tend to fail more quickly because the 60 hertz fractures them more easily.

We dont have any LED signal bulbs but I have been told that the FRA does not require voltage tests where they are in operation.
