What "tag" are you talking about ? There are all kinds from the bright "B/O" tag to many others.

If its a tag on an engine I would think it would have been shut down. It must have FRA violations, etc. Same thing with cars. Now if they have a B/O tag on them, it will say why. Depending on the violation, the tag will tell you if it has to be set out and the reason. Also, where it is, handle on rear of train to a one-spot or home for repairs. It could need a COTS or other things.

The engine is different. It depends on a lot of things, too many to list.
