It is interesting that it is taking so long.

I've heard a rumor (which I can't confirm, nor can I reveal the source) that the possible "design" problem, affecting the pilot assembly of these "safe" Rotem cab cars was apparently considered so serious, that some NTSB folks wanted to immediately take these out of service, effectively shutting down ML service.

They have put some ML engines on both ends for a few consists, but quickly ran out of spares.
