The L.A. Harbor Commission (like other L.A. Commissions) does not have to do what the scumbag LA City politicians tell them to do as long as, you guessed it, the make money for the scumbag LA City politicians.

I was surprised to learn the Vince "The Godfather" Cipolla did some consulting for the line.
