Why would UP go to the expense of removing a track? Even if they don't use it, the OT proved to be a valuable relief route (remember when the Cascade Line was shut down for months)?

Removing this track doesn't save UP money, doesn't save UP property taxes, but eliminates a ton of flexibility.
