Metrolink PTC Specifics?

In June, Metrolink announced it was operating PTC controlled trains on the routes it owned. However, the announcements then and later leave some issues unclear. It appears that some, but not all, Metrolink trains on these routes are operating with PTC. Also, it's completely unclear whether Amtrak and freight railroad trains on these routes are operating with PTC. Will full implementation depend on whether Amtrak, UP, and BNSF get extensions on the implementation schedule? Does anyone have clearer information on what's going on?
