I believe a qualified engineer AND conductor would be required. A lone engineer COULD handle the assignment but would also have to be cross-qualified as a conductor under 49CFR 240.
I'm sure there is a union requirement that would require a conductor on all snow removal equipment operating as a train. The only exception would be a maintenance of way crew operating a ballast regulator or similar equipment that is NOT considered a train.
This is the case where Brandt trucks are operated as maintenance of way even though they handle railcars equipped with train brakes and perform the same function of a work train.
Glad we don't have to worry about snow problems that a switch broom can't handle!
