The FT was designed by E. M. Cee. EMD dates to 1941, two years after the FT hit the rails.

The FT was engineered by Dick Dilworth, Chief Engineer at EMC. He was also the one that designed the GP7. I don't know how much he had to do with the appearance of the FT and future F units but he probably had final say on E and F unit design.
