Under BNSF trackage rights agreements UP would only be obligated to allow the SP%S 700 to operate under its own power as it has for several BNSF "Employee Appreciation" events to Vancouver via the OPR; the Steel Bridge to Union Station. From there via Lake Yard to Vancouver via Willbridge is at the BNSF's risk and under their exclusive jurisdiction.
