SacRT's Amtrak extension ended up late (not entirely their fault, though of course the one in charge is responsible no matter why it happens), which pushed it past a deadline for RTP & TIP approval, which required an interim TIP covering the time past the deadline. Without that, all Federal funding in the region would have stopped, including new exempt projects and TCMs. You might say that a couple or three months isn't enough to bother anybody - and you would be wrong.
SCAG knows how to do interim TIPs - they've been needed several times in the past for various reasons. Then again, the project could catch back up to schedule, or the planned delivery date could be just past one of the deadlines so there would be a year or more of slack. Just don't know right now, and it's a ways out there so probably not worth getting worked up over just yet.
