Agree. Earlie someone had suggested that rent would be paid by the line user to the line owner. Certainly that is true but how would you propose that the level of rent be determined? If by free market, the owner would not be motivated to provide a low rent to a user who was siphoning off traffic the owner would have handled. Inevitably our government friends would step in - the same kinds of ones who eventually got to litigate against the Big John case or who operated the USRA during WWI.
