Yes, and the NP Prairie Line was also used by Great Northern freight trains running to and from Portland until after World War 2.
While the resurrection of the Prairie Line will have benefit to Sound Transit, I am dubious of claims that the 8 minute savings will allow all by itself, two more Amtrak Northwest Talgo roundtrips. Rather, I believe the 8 minute savings, combined with new track and crossover improvements, will make this possible. Also, the article fails to mention that BNSF is the big motivation in moving Amtrak off the Point Defiance line. And so, the Coast Starlight will lose a bit more of its' Coastline running.
