FRA rules that sometimes don't make any sense

My son was riding OCTA bus a few months ago thru North OC
The bus stopped on Malvern Ave and the UP Fullerton Branch in Fullerton
(even though the crossing was posted out of service)
He asked the driver why they continue to stop at crossings that are posted out of service
The driver answered the FRA rules, (as dumb as they are) state clearly no matter if crossings are posted out of service or even the tracks are completely removed, drivers must stop their busses
A few drivers got fined for not stopping at the out of service crossings and a few others were rear ended by motorists who were not expecting them to stop for no good reason
