Since when did the FRA have authority over a transit bus? Last time I checked the FRA has ZERO jurisdiction, and they can only levy civil fines against a railroad but not anyone or anything else.

Whether a vehicle (bus) must stop at an out-of-service crossing is a matter of state vehicle law. Not the FRA. The FRA can only regulate the crossing itself. The FRA couldn't even give a ticket to Joe Citizen blowing through a lowered crossing gate.
