It is still the Army SDDC that is in control of all DOD railcar movements and the Army maintains all DOD locomotives and rollingstock. However All rail assets are maintained, operated, and ran by DOD civilian contractors. Most Army rail lines are in heavy disrepair and all freight for the military is trucked in cross-country, that is what is trying to be changed.
