The white is whitewash- lime and water

It is serving as 'layout dye' but easier to see in the darkness of the shop. The dividers will scratch the whitewash off to mark an important mark, for further layout or actual drilling etc.
Whitewash is still useful for steam locomotive work.
To find cracks in drawbars or rods, saturate the surface with a light oil, wipe clean.
When the whitewash is good and dry , take your hammer and beat on the steel. Oil in cracks will squish out and stain the wash.
Hmmmm I said 'still' useful, but I was thinking of seeing the treatment being done to 4449 in the 70s.
Still useful if electricity is not available for UV light and dye penetrant, magnetic particles ultra sound, Xray,
and a lot cheaper
