IIRC Union Pacific owns 1/2 of the ROW between Moorpark and Burbank Jct (or did they give that up?). If they had enough business need they could build the second main and give the finger to the Sherwood Forest idiots.

Plan C - Metrolink should lease some old F40 locos that scream at high idle to power the HEP, then schedule them for maximum dwell at the CPs nearest the NIMBYs.
