As far as I know, the Modoc Northern never owned the #700, Lake County leased it to them along with their old Lake County Railroad. Lake County took it back after the MN folded, the Lake Railway brought it back to Lakeview and effected the repairs needed to put it back into operation. I don't know how much they actually use it, but it's still there in town.
