I could change a single tie and have done more *successfully* than Payne has done in years.
Exaggeration? Yes. But if you are honestly going to try and portray him as a good businessman with a sound plan for transit -- much less a successful tourist train operator -- then you are living in a fantasy land.
In the real world transit agencies are NOT private firms operating for a profit. Even concessionaires only make money because the government subsidizes their contracts with things like payroll taxes. Anyone with a goo grasp of the industry will know I'm right to say that he's selling a false premise. I'm going to assume he actually believes what he's saying, since to assume otherwise is to call him a criminal. His numbers are not realistic -- he'd probably need three times what he's asking for for capital alone -- and he'll never make a profit without a subsidy.
Once again, I reiterate. Pactrail is right. He should know. He used to be in business with this guy. This is just another Payne flight of fancy.
