Water supply and railroads?

I just read a column in the LA Times about coming "water wars" over the Colorado River water supply.
[www.latimes.com]

While the writer only talks about the Colorado River, my thought is, could tank trains bring water to Arizona and California from other states willing to sell surplus water? Whereas a pipeline is fixed in place, a train has the flexibility to go to any water source from Michigan to Montana.
