My brother use to live in Huntington Beach and the NIMBY's fought for years their De-sal plant
My guess it would be easier and cheaper to bring in water by super tanker and rail compared to De-sal
Although I would not put it past the nutcases to block tankers and tank cars due to the pollution their transportation spews out (and so those protesters should give up their access to all water. the less they use the less needed to be brought in)
