I don't think I said the railroad was in California - in fact, I pointed out that it was a spinoff of FEC (Florida East Coast). The diesel locomotives are being built by Siemens, in CA, which is also building them for several states. The cars, if they are tacked on to the build being done for several states, come from someplace in Illinois, I think.

The key point is the use of the term High Speed Rail in relation to the FL project - it's not, as HSR is normally defined.
