Why would we go up, when we can "go down" (I just got my own "bad" tasteless pun before hitting send...)?

So many more utilities to relocate, so many more drainage sumps, and sump pumps, and surge catchments.....so much more to build, so much more to manage, so much more to go wrong and require change orders, and a so much larger checks to cut for all the hogs feeding at this public trough

CHSRA is, and always has been, planned, designed, managed, and contracted out, to, by, and for our contractors, as part of California's "No Contractor Left Behind" program......

It's just getting so embarrassing, that it's become increasing difficult not to notice. And, we now have so many clear and present real transportation needs that are going unmet, and better performing projects that are remain unfunded, as we continue to pour money into this trough. So it's not exactly like some of these contractors and construction workers wouldn't have a lo of other real work to do.

The CHSRA has become almost comical, in a tragic sense, in terms of any credibility. But, like the Sorcerer's Apprentice, no one seems to know the magic words to make it stop.........
