I've had P&W folks tell me that the grade to the Tunnel was actually the least of their issues, it was mostly UP dispatching that held them up.

But then again, this is the same P&W that embargoed Rex Hill because of the grade and decided to run trains from Portland south to Albany and back up.

Granted most traffic out of McMinnville, Newberg and Willamina goes south, but for awhile W&P was running a scrap metal train for Schnitzer between Portland and McMinnville which was decent traffic...today that's some 30-40 dump trucks (with pup trailers) on 99W.
