I was simply musing that the only two ports of consequence within the general boundaries of the current State of Jefferson concept are Humboldt and Coos Bays. As ports, they seem to be generally similar in potential capacity and other characteristics. However, Coos Bay already has an operating railroad. Humboldt doesn't, and the options for getting one are either dreams (a line to Gerber), go outside the "State" boundaries before they get anywhere (NWP), or both (yes!).
A rail link to either or both would be vital for significant port usage, since a State of Jefferson would be nearly if not actually bankrupt from day 1 leaving little money even with federal help to maintain the less-than-great roads that connect now. I'd expect Jefferson to turn I-5 and perhaps a few other through routes into toll roads because there would be no other way to pay for operating them, but that wouldn't work well for the lesser and local roads which would probably need to be de-paved and mostly left to rot (consult with some counties in the southern San Joaquin about that - they've had to do it, though it probably works better there without the actively hostile landscape).
Odd thing I noticed when reading the 1920 USGS tour guide to the D&RGW (Denver to Salt Lake via Pueblo!): there have been other "States of Jefferson" before that had similar aims to the current one. The USGS guide mentioned one in southeastern Colorado.
