Most places "elsewhere" in the world also have publically owned infrastructure, unlike the mostly privately held rail infrastructure in this country. But then there have been so many mergers that competition really isn't available to most rail shippers. Reciprocal switching should be available through some gateways to preserve some semblance of competition.
