Things haven't exactly worked out for the Port of Tillamook Bay Railroad.

ODOT does own the Astoria line (which is closed west of Wauna, but doing pretty well east towards Portland), Cornelius Pass (currently in Excepted status), the Forest Grove Branch, and the Oregon Electric from Tigard south to Quinaby. However ODOT only owns the right-of-way (which was donated by BNSF) and not the railroad hardware sitting atop it.
