When I worked for DoD (twelve years ago) we did what amounts to the resiliency assessment of the national infrastructure. I'm not sure how deep the analysis of railroads was (not my area of expertise) but we were quite thorough, which is probably why the results were classified.
Seems to me now, having seen UP replace a burned down trestle in Sacramento and recover from a massive mudslide in Oregon, that rail resiliency is quite robust.
