Why is BART so noisy?

I took advantage of the free ride today to sample BART from downtown Sf to Millbrae. What I noticed above all else was the really high noise level, reminiscent of the NYC subway I rode back in the early seventies. What happened to BART's fabled engineering? Can't they use resilient wheels?
