I believe the corrugation issue is more complex and I do recall that the Brits back in the nationalized days put quite a bit of research effort into figuring it out with little success.

Cable car track suffers from serious corrugation and it has no resilience whatsoever. Solid construction, solid wheels and no traction motors or gears. My guess is metal fatigue speeded up by vibration is the primary culprit. How good is BART at keeping its wheels round?
