Are all the PGEX trainsets still assigned to PGE Boardman - if so, Robert's Bank doesn't enter the equation. There was also some mention on the other board that the Centralia Steam Plant has added another trainset into the rotation. So maybe both plants are building up their stockpiles to prevent any interruptions during the increased demand during the upcoming winter season.
I also heard a rumor that there are congestion problems between Vancouver and Seattle. Is this due to the expansion construction projects, other work windows or the grain rush? With rail traffic generally down, this is a surprise.
On another note - both the above mentioned power plants are supposed to cease using coal for fuel in the next few years - a victim of their respective states pressure.
