Please cite your source. A Google search finds nothing but this forum and some opinion blog as the ONLY citations suggesting rolling blackouts when Boardman is closed.

If the Oregon Public Utilities Commission OR Department of Energy ever published something suggesting "rolling blackouts" the news media would be jumping on it in a heartbeat. And not one credible news source in all of Oregon or even surrounding states has it.
