No doubt it is storage, which is a revenue generator for the NWP. Most of it is probably liquid propane waiting for a buyer (that is IF the cars are loaded, an assumption by the news media).

The Tesoro and Shell refineries in Martinez have always had either loaded or empty LPG tank cars stored close by. Been that way for years and years and years.
