Darwin used to be the answer to situations such as these. Then he got a law degree and now people aren't required to have common sense and it's always the fault of someone else.

If they fenced the right of way through here, they would soon be cutting holes in or tearing out the fence. I remember several years ago a lady was walking her dog along the bluffs and it decided to stand in the tracks and bark at the oncoming train - the lady jumped in to save her dog - and lost.

Somehow the government believes it has to protect people from themselves, but can't inconvenience them in any way.
