How about permanently moving the 4449 to San Francisco, build a small facility/museum just west of 4th & King in San Francisco, and then running it on Saturdays (and/or Sundays) as a CalTrain special down to San Jose, where the engine can actually run at 79 MPH like God and Lima intended, on its original home trackage?
It'd be all on CalTrain owned trackage so no UP or GWI involved; the 4449 would be somewhere where it has a historical tie to when the engine was built, and the CalTrain corridor has a lot more love for all things Southern Pacific than up north.
Let the Portland groups just try to get the SP&S 700 running...or maybe consider getting Woodburn's 1785 restored and run excursion trains on the Willamette Valley Railroad to Mount Angel and Silverton. Or the OR&N 197 to run on the Oregon Trunk.
